Base power counters are a unique counter type introduced in Mystery Booster 2 on the test card Two by Four.

Description

Base power counters change the value of a creature's base power for as long as the creature has that counter. The counters are unique in that each has an assigned value that they modify the creature by.

The counters essentially replace the printed power of a creature but only affect the base stat. Other continuous effects that modify power and toughness, such as the ones created by Giant Growth or a +1/+1 counter, apply after the creature's power has been changed.[1]

Base power counters do not alter a creature's toughness.
