Precinct Two of the Tenth District of Ravnica City balances modest homes, honest work, and quiet tension behind its orderly streets. Many residents are connected to the Azorius Senate or the Boros Legion, keeping the district well-guarded but never fully free of crime. Small shops and taverns run by ex-soldiers serve the daily needs of hardworking families who value duty and loyalty. Beneath the calm surface, local crime families and the Orzhov Syndicate maintain a discreet foothold, turning neighborhood rivalries into a subtle power struggle.

Description

Located in the southeastern part of the Tenth District, Precinct Two borders Precinct One in the west and Precinct Three in the north. It does not border Precinct Four, Precinct Five or Precinct Six.

Precinct Two is home to tidy streets lined with small houses, modest apartments, and local shops that serve law officers, lawyers, retired soldiers, and stable working families. Many shops are run by former soldiers, providing daily necessities to residents who value civic duty, fulfilling their roles, and staying connected with family and neighbors. Beneath this well-kept exterior, there is a quiet tension between the Azorius enforcers and the criminal networks that thrive behind closed doors. Neighbors respect each other and often compete to outdo one another in business or community standing.[1]

New Prahv, the main guildhall of the Azorius Senate, rises at the eastern edge of the precinct, employing many locals. Active Boros Legion soldiers and retired veterans often settle here as well. The Orzhov Syndicate influences the area through its financial ties to small businesses and quiet protection rackets.

Precinct Two's shops meet nearly any need, with many businesses run by ex-soldiers and adventurers, making weapons and armor readily available, especially in Griffin Heights. Modest inns are rare, but boarding houses and local taverns serve as social centers where residents connect over food and drink.

Locals frown on outsiders who fail to blend in — those seen as too poor are thought lazy, while those flaunting wealth are considered arrogant. Many here work for the Azorius Senate, but some chafe under its constant watch, preferring the quiet protection of the Orzhov Syndicate. Nearly every household includes someone trained to handle a weapon. While violent crime is rare on the streets, the tug-of-war between crime families and law officers sometimes ends with people vanishing or suffering suspicious mishaps. Battle-scarred veterans occasionally become entangled in more overt acts of violence.[1]

Neighborhoods and Landmarks

Precinct Two is dotted with small commercial areas and rows of simple yet sturdy homes. It is densely settled but not overcrowded.[1]

  • Augustin Station — At Griffin Heights's west end stands Augustin Station, the main airship hub for the Tenth District. Travelers board gondolas suspended from massive balloons or ride compartments strapped to vast creatures bred by the Simic Combine. Twenty platforms serve destinations across the Tenth District and beyond.[1]
  • The Azorius Senate House W/U - an Azorius building used for inter-guild affairs. Hosted several of the transguilt meetings during the War of the Spark. This was where Vraska turned Isperia to stone.[2]
  • The Beacon Tower - housing the Interplanar Beacon.[3][4][5][2]
  • Exner - a new prison under construction that's supposed to dwarf Udzec.[6]
  • The Forum of Azor Colorless mana - the end point for of the Implicit Maze.[7]
  • Griffin Heights — This hilly neighborhood in the south is known for its two-story homes and underground dealings. Here, shady officials trade secrets with the Orzhov, and locals pay protection fees to loyal Orzhov knights.

  • Minera's - a weapon shop that sometimes sells enchanted weapons.[1]
  • New Prahv W/U — The district's tallest landmark, New Prahv's three immense columns serve as headquarters for the Azorius’s legislative, judicial, and executive branches. The lower levels house vast meeting halls, while the upper floors contain offices that coordinate the city's daily governance.[1]
    • The Jelenn Column complex[8]
      • The Cascades of Justice - a fifteen-story waterfall turning to vapor right before it reaches the main floor of the complex.
      • The Grand Archives - a guarded archive in one of New Prahv's sublevels.[9]

      • The Verity Promenade
  • Newson's Tavern - a tavern visited by many, including Sunhome minotaurs.[1]
  • Old Prahv Green mana - a wilderness preserve, formerly the Azorius guildhall.[10][11]
  • The South Records Hall.[12]
  • Transguild Promenade Multicolored - this important thoroughfare passes past the western part of the precinct, with entrances accessible from below. The promenade continued south out of the district, and north leads to Precinct One and Precinct Four beyond.[1]
  • Udzec, the Monolith W/U - a maximum security prison run by the Azorius.[6] Krenko was being transferred here from Sawtooth Prison in Precinct Four after he staged a riot, but staged an escape during the transfer.[1]
  • Whitestone — On the precinct's north side, Whitestone's clean white-stone houses were built by the Azorius to house guild officials and workers. Many original residents were relocated to Griffin Heights during its construction.
    • Statue of Agrus Kos R/W — In Whitestone's small park stands a ten-foot granite statue of the famed Boros officer who upheld the Guildpact during the Decamillennial Celebration. Veterans, spies, and underworld contacts gather here to play strategy games and trade whispers.[1]
