Precinct One is the opulent heart of Ravnica, where grand architecture and manicured gardens display the city’s wealth and refinement. By day, the district buzzes with officials, nobles, and visiting dignitaries, while nightlife unfolds behind guarded doors in exclusive clubs and restaurants. Residents and visitors alike expect luxury, civility, and discretion, though gossip is always close at hand. All guilds have interests here, with the Azorius Senate, Orzhov Syndicate, and Selesnya Conclave shaping daily life among the precinct’s iconic plazas and landmarks.
Description
Located in the mid-southern part of the Tenth District, Precinct One borders Precinct Two in the east, Precinct Three in the northeast, Precinct Four in the north, and Precinct Six in the west. It does not border Precinct Five.
Precinct One stands as the jewel of Ravnica's civilization, a district where breathtaking architecture, immaculate gardens, and broad, pristine boulevards showcase the city's wealth and power. Tourists marvel at the surroundings while mingling with officials, nobles, diplomats, and prosperous merchants. By day, the streets are alive with commerce and politics; by night, only a few carriages—pulled by well-bred beasts or crafted constructs—carry patrons to exclusive eateries and nightlife spots.[1]
Those who call Precinct One home are used to luxury and leisurely social gatherings. Neighbors greet each other with practiced courtesy, though gossip flows as freely as wine at an Orzhov banquet.
Precinct One has few general shops but boasts high-end boutiques offering luxury goods, refined clothing, and artisan-crafted daily necessities at premium prices. Even mundane gear is crafted with exquisite detail. Standard adventuring supplies, especially weapons or armor, are scarce and rarely sold here.
Dining and accommodations match the affluent atmosphere: Plaza West offers extravagant lodging and fine dining for the wealthy, while Plaza East and South cater to comfortable stays for bureaucrats and merchants. Anyone living below a comfortable lifestyle is often viewed as out of place or unwelcome.
All guilds maintain some presence in Precinct One. The Azorius Senate staffs the area with administrators, enforcers, and lawmakers. The Orzhov Syndicate owns many of the district's prestigious clubs and dining establishments and maintains its magnificent guildhall, Orzhova, alongside the impressive Vizkopa Bank. The Selesnya Conclave tends to the precinct's elegant grounds and often acts as diplomatic intermediaries during important gatherings.
The affluent residents of Precinct One expect law enforcement to exist primarily for their protection, shielding them from the city's rougher edges. Government officials take a more pragmatic view, knowing this district is the Tenth’s showcase for visitors and must remain immaculate and secure. Azorius arresters are a constant presence, with every street watched over by at least one officer. Carrying visible weapons is illegal, and even wearing them openly invites scrutiny. Petty crime is rare thanks to this vigilance, though behind closed doors in exclusive venues, the Orzhov and other influential figures sometimes broker secret deals that slip past the watchful eyes of the law.[1]
Neighborhoods and Landmarks
Most residents of Precinct One are high-ranking officials or the wealthy elite, living in stylish apartments and townhouses built with modern care and regularly maintained.[1]
- Gateway Plaza
- an open space created when the Planar Bridge destroyed the buildings around the Chamber of the Guildpact during the War of the Spark.
- Chamber of the Guildpact
- Plaza Avenue stretches south from the Tenth District Plaza to the grand hall where Ravnica's guilds meet. A wide staircase leads to its vast chamber, where dignitaries and visitors from across the city gather. The Living Guildpact keeps an office here, though he rarely appears in person, leaving deputies to mediate disputes and maintain fragile peace among the guilds.[1]
- Hellbender
- Judith's popular Rakdos nightclub[2][3] is a grandiose structure that appears run-down enough to come across as seedy but is dazzling at night. Its high ceiling is strewn with clear, red, and dark purple hanging glass spheres that refract and split light once the candles are set aflame. The dance floor is wide and level, and there is a small, curved stage at the far end of the room. The dress code is strictly enforced, and raucousness is enthusiastically encouraged.
- The Ravnican Agency of Magicological Investigations headquarters - a hovering building that looks like a giant, floating eye and is inaccessible from the ground.[4][3]
- Chamber of the Guildpact
- Orzhova
- on the western edge of the plaza stands Orzhova, the Syndicate's ornate guildhall, also called the Church of Deals. Its towering spires and stained glass windows host high-level gatherings and house the influential spirits of the Obzedat. Beneath the cathedral lies a gilded crypt, a sanctuary for private dealings beyond the reach of prying eyes.[1]

- Plaza East - government officials and visiting envoys reside here, in a blend of stately residences and refined apartments. Carriages frequently run between Plaza East and the Plaza proper, especially at dawn and dusk.[1]
- Plaza South - known dismissively as “Downside” by aristocrats, Plaza South bustles with trade and boasts the precinct's largest residential community. Boutique shops and specialty stores line the Transguild Promenade here, catering to affluent tourists and local merchants alike.[1]
- Plaza West - this upscale neighborhood hosts the district's premier restaurants and nightclubs, many managed by the Orzhov. The area has few permanent residents aside from the ultra-wealthy, who enjoy lavish multi-story homes.[1]
- Tenth District Plaza - at the heart of the precinct lies this stunning plaza, a haven for shopping, socializing, and official business. Enchanted to stay spotless and under constant Azorius watch, the plaza is neutral territory for all guilds and factions. Brandishing a weapon here invites immediate arrest and leaves one branded as untrustworthy.[1] This was where Bolas's Citadel and the God-Pharaoh's Statue were located during the War of the Spark.
- Transguild Promenade
- This important thoroughfare passes through the Tenth District Plaza and Plaza Avenue before continuing out of the district.[1]
- Vizkopa Bank
- the financial stronghold of the Orzhov doubles as their mint and is protected by vigilant gargoyles. Spirits bound by debt drift through its marble halls and linger around its guarded perimeter.[1]
