Modified is a batching term introduced in Kamigawa: Neon Dynasty.[1] It is a way to collectively refer to creatures that are equipped, enchanted by their controller's aura, or have counters on them.[2][3] Equipment, Auras you control, and counters are called modifications.
History
The Mystery Booster test card Louvaq, the Aberrant defined modified creatures as having a power, toughness, or ability different than their printed versions. For Kamigawa: Neon Dynasty this was reworked as "Creatures that are equipped, enchanted, or have counters are modified".[2] This definition was slated to debut in Kaldheim, but when usage was reduced down to three cards, it was un-keyworded and the "counter" text was also removed.[4] It was mainly used in red and green, with some black and blue representatives.
The current version is a functional change, as a creature such as Dragon's Rage Channeler with Delirium would count under the Mystery Booster definition but not under the Neon Dynasty definition, while a creature equipped by Umezawa's Jitte would be the opposite.
Modified also made cameo appearances in Fallout and March of the Machine/Commander decks. It then made a full appearance in Modern Horizons 3, where it was given a greater lean towards green, black and white.[5]
Variations
While most cards refer to other modified creatures through batching, Orochi Merge-Keeper refers to itself being modified. Kosei, Penitent Warlord does not specify modified, but clearly requires "super-modified", or have all three conditions of a modified creature simultaneously. Concord with the Kami rewards modified, but with a different reward for each condition.
The original Mystery Booster definition got another rework with Baird, Argivian Recruiter: it compares their current power to their base power. Given the engine capacity, it only uses one of the five checks (higher/lower toughness, higher/lower power, ability) as to keep the gameplay clear and encouraging; the "ability" check is not yet manageable in normal rules.

- A modified creature is a creature that has a counter on it, is equipped, or is enchanted by an Aura its controller also controls. See rule 700.9.

- 700.9. Some cards refer to modified creatures. A creature is modified if it has one or more counters on it (see rule 122), if it is equipped (see rule 301.5), or if it is enchanted by an Aura that is controlled by that creature’s controller. (see rule 303.4). If an ability of a permanent checks to see whether that permanent is modified, the answer is always no if that permanent isn’t a currently a creature.
Rulings
- Only creatures can be modified. If a modified creature stops being a creature, it is no longer considered modified.
- Auras controlled by other players (e.g. Pacifism) don't cause creatures you control to become modified.
- A creature that is equipped is considered modified no matter who controls the Equipment that's attached to it.
- For counters, it doesn't matter how the counter got onto the creature, nor does it matter what kind of counter it is. +1/+1 counters modify just as effectively as -1/-1 counters or stun counters. A creature with a keyword counter is considered modified.[6]
