The Towashi Undercity is the part of Towashi that is on the ground level or below, part of modern-day Kamigawa.
Description
Below the looming skyscrapers of Towashi, its Undercity is the only place in the big city where the actual ground is still directly accessible. The Reckoners are spread throughout the whole city, but the Towashi Undercity has the largest concentration of their gangs. The district is shrouded in the near-perpetual shadows cast by Boseiju and the towering, cramped skyscrapers above. Gangs rule the streets, enforcing their codes that can vary from one city block to the next, depending on who runs that territory. The one sanctuary in the Undercity is the Dragon's Well, which maintains its neutrality as a venerated, protected meeting site where the heads of different gangs meet to hash out disagreements and make formal treaties. Despite its many shadows, the Towashi Undercity is not all darkness, as vibrant cherry trees, reflecting waterways, and glowing neon signs are plentiful.[1]

- Dragon's Well is a venerated, protected meeting site where the heads of different gangs meet to hash out disagreements and make formal treaties.[1] One of the lowest sections of the Undercity, an area forever shielded from the sunlight by a matrix of bridges that serviced those who worked and lived in Towashi's skyscrapers. It also housed a safe house for the Infinite Consortium.[3]
