Captain Wallis Parrish is a pirate commander of the former Deadeye Fleet of the Brazen Coalition on Ixalan. She presumably later became the leader of the Bluecoats.
History
Captain Wallis Parrish commanded the Tide Turner, and she had also secured the (conditional) loyalty of a handful of other captains who sail under Parrish's flag as part of a fleet called the Deadeyes. The Deadeye captains shared a common history as part of the naval forces of the Free Cities, and they still wore an approximation of their old uniforms. Unlike the Dire Fleet, which sailed together as a formidable force, it was rare to find two Deadeye vessels sailing together. Despite its noble heritage, the fleet was known for underhanded trickery, and its captains preferred infiltration, assassination, and thievery over frontal assault and plunder. Captain Parrish kept the other captains loyal to her by controlling the flow of information and doling out tips that would set them up for success. In exchange, they gave her a percentage of the spoils. Being a mind-mage, Captain Parrish led the crew of the Tide Turner on missions that were more about plundering minds than looting treasures. She collected secrets like other captains hoarded jewels, keeping them securely locked away in her mind to ensure that she was far more valuable alive than dead. She never recorded what she had learned on a map or journal, and in fact, destroyed such records once she had absorbed their contents.[1]
New Phyrexia's Invasion
The Phyrexian invasion upended the old order, devastating Atzocan and depopulating much of the coast. In the year since its conclusion, Imperials scouting their old territory have discovered that the Brazen Coalition has moved in en masse, settling many frontier towns, establishing trade ports, and opening large cosmium mining operations. This land-based growth is the basis for much of the newly appointed governor Brass's effort to legitimize the coalition as a state: by issuing cosmium prospecting deeds and parceling out land along Ixalan's coast. Enforcing these deeds are the Bluecoats, the former Deadeyes returned to their old status as a national navy by Governor Brass. Skeptical at first, independent cosmium prospectors soon realized the value of holding a deed guaranteed by the Brazen Coalition: an official contract signed and stamped by the offices on High and Dry meant the Bluecoats wouldn't come and break tools, destroy camps, and confiscate hauls if they caught others mining. Instead, they would protect claims against those who held none with the coalition.[2]
