High and Dry is the floating city at the heart of the Brazen Coalition on the plane of Ixalan. Originally formed when the ships Scourge and Squid Eyes collided and became permanently entangled, it became a neutral meeting ground for pirates to trade goods, tools, treasures, and stories.[1] Over time, more derelict vessels joined the mass, expanding into a large town of rafts, barges, ship hulls, and floating platforms lashed together.[2][3] Taverns and shops stand atop the decks, and violence is commonplace and often goes unpunished.

High and Dry features at least two famouse alehouses - the Boatswain's Rear and the Burning Port.[4]

History

High and Dry was founded by Captain Beckett Brass of the Scourge and Jareth Wake, navigator of the Squid Eyes, who declared themselves its first citizens after agreeing to a truce when their ships became locked together.[1] The city became the seat of an unusual pirate currency based on favors and obligations, forming the foundation of the Brazen Coalition's society.

After killing Isperia, Vraska fled to High and Dry to recuperate. She spent the beginning of the War of the Spark there with Breeches, Amelia, and Malcolm Lee.[4]

During the New Phyrexian Invasion, High and Dry swelled with refugees fleeing both Ixalan and Torrezon.[5] When the Brazen fleets attempted to abandon it, they found themselves unable to survive without its vast supply stores and returned to find it besieged. Admiral Brass led the fight to reclaim the city, driving out the Phyrexians and reestablishing order.

After the invasion, Brass declared the age of piracy over and transformed High and Dry into the administrative center of a new pirate nation based on maritime trade, cosmium mining, and a legitimate economy.[6] She assumed the title of Governor and used High and Dry as her seat of power to issue prospecting deeds, enforce law through the Bluecoats, and secure freedom for her people through unity rather than piracy.[5]
