Vish Kal, the Blood Arbiter is a legendary vampire residing on an unspecified plane.
Description
Vish Kal is an ancient vampire who feeds on the wicked, judging wickedness by his code of ethics. Those who are exonerated in the eyes of Vish Kal are considered untouchable, and stainless. But for the guilty, he acts as both judge and executioner and carries out personally the blood sentence for his verdicts.[1]
