Vish Kal, the Blood Arbiter is a legendary vampire residing on an unspecified plane.
Vish Kal is an ancient vampire who feeds on the wicked, judging wickedness by his own personal code of ethics. Those who are exonerated in the eyes of Vish Kal are considered untouchable, stainless. But for the guilty he acts as both judge and executioner, and carries out personally the blood sentence for his own verdicts. [1]
