Plan is an enchantment type that is introduced in Marvel Super Heroes.[1] Somewhat similar to Schemes, Plans represent the long-reaching machinations of a powerful villain.

Plans have two effects. The first effect is valid as long as the card is in play. Under certain conditions, a plan counter is added to the card. When a certain number of plan counters is reached, the card is sacrificed, and the plan is executed (a larger effect resolves).

Plans work similarly to how previous sets have used enchantments with quest counters (i.e., they have triggered abilities that place counters on them, and gain an additional effect when they reach a certain number of counters), except that they use plan counters instead. Those earlier enchantments don't have the sacrifice clause.

Whenever a Villain you control enters, each opponent loses 1 life and you gain 1 life. Put a plan counter on this enchantment.
When the fifth plan counter is put on this enchantment, sacrifice it. When you do, target opponent exiles the top five cards of their library. You may cast up to two spells from among the exiled cards without paying their mana costs.
