Talrand is a Merfolk wizard who rules beneath the waves of the Kapsho Seas on Shandalar. He challenged the dominion of the dragon Kalyntri above the sea. The mage seems equally comfortable on the ground as in the seas, wields a large assortment of blue spells, and has the power to summon drake servants. They serve him in exchange for his promise of an end to the tyranny of dragons. In a concerted effort, Talrand and a large flock of Drakes killed Kalyntri.
