Kambal is a corrupt human who oversaw the distribution of the aether. He exercises all the power necessary to maintain his dominion and his fortune. He was allied with Baral and Tezzeret when he kidnapped the best inventors from the Inventors' Fair.

History

From his estate high on the hill overlooking the docks, warehouses, and abandoned buildings that surround Gonti's Night Market, Kambal oversees all that transpires in Bomat. Kambal is known for having one eye on everything and at least one finger in every pot, and he does not hesitate to exert whatever power is necessary to keep his grip on events in his domain, even if that means transgressing the law he is supposed to enforce. As the Consul of Allocation, he supervises the distribution of aether throughout the city. But he has connections in the black market, has been known to dine with aether siphoners, and has even entertained Gonti and other aetherborn crime lords at his estate. He readily admits that he owes his position and his power to his connections, at least to some extent, though he is not quick to admit this fact to his fellow consuls of the Enlightened Keepers.[1]
