Two Kamigawa: Neon Dynasty Commander decks are released together with Kamigawa: Neon Dynasty. These are meant to be on-ramps to Commander, with a few new cards and the rest reprints.
Description
There are 30 new cards (with printed set code NEC and collector numbers #1/38 to #30/38) printed in the Kamigawa: Neon Dynasty Commander Decks.[3] These cards are legal for play in the Commander, Vintage, and Legacy formats. They aren't legal for play in the Standard, Pioneer, or Modern formats. Eight additional cards with the NEC code (#31/38 to #38/38) can only be found in Set- and Collector Boosters. NEC #39-76 are extended-art versions of the previous cards, and #77-78 are dark frame versions of the two face cards. The other cards in these decks (with printed set code NEC and collector numbers #079-180) are legal for play in any format that already allows those cards; that is, appearing in these decks doesn't change a card's legality in any format.[4]
Like with previous decks in the Commander Series, the new cards are themed to the world of the main set and the reprints can be from anywhere. Five reprints feature new art (four of them with new flavor text): Genesis Hydra, Kodama's Reach and Sakura-Tribe Elder, Mossfire Valley and Skycloud Expanse.

- 10 double-sided tokens

Cycles and additional cards
Eight additional cards with the NEC code (#31/38 to #38/38) can only be found in the Set and Collector Boosters. They aren't found in the Kamigawa: Neon Dynasty Commander decks. Five of these form the New Myojin cycle.

A new note was added in the original list article on February 18, 2022 to clarify that Ukiyo-e lands cannot be found in the deck and only normal basic land versions are included.[3]

Upgrades Unleashed

The Upgrades Unleashed Commander deck was inadvertently printed with two copies of Mossfire Valley. It was officially stated that players wanting to play the deck in Commander should swap out the extra copy of Mossfire Valley for a basic land or the land of their choice.[3] However, it is suspected that the extra Mossfire Valley was actually supposed to be a Nissa, Voice of Zendikar reprint numbered NEC #122, not a basic land.[6][7] The deck actually provides a plant token for this card. A new note was added in the original list article on February 18, 2022 to clarify that Ukiyo-e lands cannot be found in the deck and only normal basic land versions are included.[3]
