Description
Skitter was the king of the rats located within the sewers beneath Edgewall. He was an enourmous rat empowered by fiendish blood, giving him supernatural strength, wicked cunning, and the ability to speak.[2]
Skitter lives deep in the ancient dwarven ruins beneath the town of Edgewall.

Skitter may be based on the Mouse King of "The Nutcracker and the Mouse King."
History
Deep within the ruins beneath Edgewall, a human minstrel named Totentanz encountered Lord Skitter.[2] Skitter convinced the Human outcast Totentanz that the human world would fall, promising him wicked powers in exchange for luring the townsfolk of Edgewall into the sewers to become food for Skitter's rat minions.
