Located at the very center of Mercadia City on the upper flat of Mount Mercadia, the Tower of the Magistrate houses the seat of the leader of Mercadia, the Chief Magistrate.
Description
The Tower of the Magistrate is an elaborate white-washed structure with numerous sets of staircases and openings spiraling towards the upper level. The chambers within house various courts of law, legal offices, and homes for the city's nobles. The Chief Magistrate of Mercadia's office is located in the elegant dome on the top of the tower, forcing petitioners to walk all the steps to the top, while the Magistrate himself has the benefit of an inside lift. Despite its altitude, the tower offers surprisingly little wind cooling, and petitioners usually arrive at the hall sweaty and exhausted.[1]
History
When first visiting Mercadia City, Gerrard Capashen formed a plan following his great notoriety after the Cliffside Market brawl. He and Takara en-Dal (secretly Volrath in disguise) ascended the stairs to the Tower of the Magistrate, petitioning him for having their charges dropped, the Skyship Weatherlight repaired, and powerstones fitted to it, in exchange for training the armies of Mercadia City to be able to conquer the Cho-Arrim. Although the court was initially skeptical of this offer, Takara-Volrath scared the Kyren magistrate into submission, and the Chief Magistrate accepted Gerrard's bargain.[1]
After the attack on Rushwood and the arrest of Gerrard, Tahngarth and Karn, the four women of the Weatherlight Crew - Sisay, Hanna, Orim and Takara (secretly Volrath in disguise) - entered the Tower of the Magistrate and struck a new deal. They obtained a stay of execution and relocation to better quarters for the three prisoners, in exchange for obtaining the Power Matrix from Saprazzo and using it to repair the Skyship Weatherlight, which was in the possession of the Mercadians. The Chief Magistrate agreed to the deal on the condition that Mercadian ambassadors were sent with the women to deal with the Saprazzan diplomacy.[1]
Takara-Volrath later brought the blinded Starke il-Vec stumbling into the audience chamber, ordering it vacated by all save the Chief Magistrate and the Kyren. Murdering Starke by cutting his throat, Volrath revealed his true form, though this had been known by all in the room since "Takara"'s arrival. When the lead Kyren, Griid, did not give him sufficiently good news about the Ramosians and the Uniter, Volrath killed him too.[1]
During the Revolution on Mercadia, Cho-Manno, Orim, and others attacked the Tower of the Magistrate. After saving Cho-Manno from an attack by the Chief Magistrate, Orim killed him using a Kyren poison dart. The surviving Kyren were deposed and exiled to the mountains of Mercadia, and the Tower of the Magistrate came to be ruled by the plane's people instead.[1]
