The High City of Paliano is the capital city-state of Fiora.

Description

Paliano is the capital city-state of the plane and is raised on an enormous platform that is seen rising high above the surrounding area. Cogwork elevators and a massive staircase allow ascent to the city from the Lowlands surrounding it.[1] It is depicted as a grand and majestic city perched high above the clouds. It is characterized by its towering spires, intricate architecture, and a sense of opulence and grandeur. The city is ruled by a King or Queen with a throne room being the symbol of their power and authority. It contains various water canals that are used by couriers riding serpents for deliveries. It was once policed by the City Guard of Paliano before the group was disbanded following a change in the city's leadership.

History

King Brago

King Brago ruled the High City for many years first as a human and later as a spirit. He started as a minor lord in Paliano's legislature before seizing power.[1] Artifact creatures once performed menial tasks for every household in the city.[2][3] Such cogwork was later eliminated from the city after a bid for power by Muzzio. The King and his Custodi advisors closed down the Academy using the opportunity to eliminate those who stood against him.[4][5] Brago was killed by Selvala of Alberon after he attained immortality with the help of his advisors which inadvertently freed him from his body as a spirit allowing him to rule eternally.

Queen Marchesa

Marchesa d'Amati, unhappy with Brago's eternal rule, hired the ghost assassin Kaya Cassir to eliminate the king for good.[1] After Marchesa took over the city, Brago's former guard captain Adriana Vallore fomented a rebellion against the new queen's reign. In conjunction with this, the goblin planeswalker Daretti instigated riots among the goblin riots causing chaos across the city. However, these events were not successful in overthrowing her rule. The city was later a target in New Phyrexia's Invasion of the Multiverse, but Queen Marchesa refused all who trespassed.[6]
