Toby Elliott is a a Level 5 Magic: The Gathering judge[1] and a consultant for Wizards of the Coast on tournament policy.[2][3][4] He is the writer of the Magic Tournament Rules.[5] He holds the record for most Pro Tours as Head Judge. In his free time, Toby is a Principal Engineer at Amazon.[6]
History
Toby began playing Magic with Alpha and never stopped. He qualified for the Pro Tour in 1999, and since you weren’t able to play in PTQs once you qualified, he decided to become a judge. He started playing Commander in 2005 and joined the Commander Rules Committee in 2007.[7]
Toby was a member of the Rules Committee till its dissolution in 2024.[8] He was invited to be a founding member of the Commander Format Panel and is a current active member.[9]
Gavin Verhey designed the test card The Policy Maker in honor of Toby. It was first printed for the Unknown Event at MagicCon Atlanta 2025.
