Header banner to encourage editors to clean up article. Also adds to Category:Articles needing cleanup unless nocat parameter is used.

Usage

• 1: scope, optional parameter. Replaces the text "article or section" with another phrase.
• nocat: optional parameter; suppresses category if any value is provided
