Should ALL "behind the scenes" pages be here or just ones for active maintenance

I've been mucking around trying to clean up template categories a bit the last few days, inspired by a Discord comment I saw about trying to find some resource. I was a little thrown to see that Templates and Modules categories, which feel like very high-level categories (given that they cover entire namespaces), were under this "Wiki maintenance" category — the same category applied to individual banners or little utility templates. Certainly, those things might be subcategorizable, but I'd still like to clarify whether this category is supposed to be:

  1. the ultra-high-level category for ANYTHING that isn't encyclopedic content/direct presentation to non-editor readers, or
  2. a category used for tools and tracking of tasks and issues that require active attention from editors, like article issues, bot resources and periodic updates, but not ALL the various technical pages that make the wiki work.

Most of the pages/subcategories under this do indeed match that latter definition, so I certainly lean in that direction. Therefore I'm mainly proposing we move Category:Modules and Category:Templates to the top-level category (Category:MTG Wiki) rather than this one. I don't think anyone trying to browse articles starting from the root category is going to get too thrown off by a few technical categories being listed there. I can also add a description here.

Most of the other reorganization I'm being bold, but I know this specific category has a lot of important things for routine tasks, so just thought I'd check.
