Commit a crime is a keyword action introduced in Outlaws of Thunder Junction.[1]

Description

Whenever you cast a spell or activate an ability that targets an opponent, or their stuff (spells, permanents, hand, library or graveyard) you are "committing a crime". Untargeted removal is not a crime, however technically not-harmful targeted effects (like healing or putting counters) are.[2]

Commit a crime was designed to be backwards compatible.[3] Cards may reward or punish you for committing a crime.
