An utility card is a card with a basic simple effect. They fill a universal function and can be done in every set.[1]
Mark Rosewater defines an uitlity card as a card that serves a singular basic evergreen function.[2][3]

- Counterspell (e.g. Counterspell)
- Creature removal (e.g. Murder)
- Damage dealing effects (e.g. Shock)
- Enchantment and artifact removal (e.g. Naturalize)
