Will of the council is an ability word found in the multiplayer Conspiracy set. It calls for all players to vote on an effect. [1] [2] [3]

Rulings

  • Starting with you and proceeding in turn order, each player announces his or her vote.
  • Everyone has to vote. No abstaining!
  • Players can't interrupt the vote by casting a spell or activating an ability.
