Frost armor is R&D slang term used for “pay N more to target this creature”.[1] Alternatively, it could be phrased "counter the spell or ability unless its controller pays N". It's primary in blue, and also could be done in white, and maybe in green.[2]

Examples are Frost Titan and Diffusion Sliver.
