Augustine IV held what, on paper, is perhaps the most powerful position in Ravnica. As the Grand Arbiter, the leader of Ravnica's "technical" ruling body, the Azorius Senate, he held, by far, the most legal authority in the entire plain.
He remaened in this position until he was killed by Szadek. Following his death Leonos II took over his position.
Role:
As the grand arbiter he presided over the most important legal cases in Ravnica. At times, when such cases were not in session, he often moved from courtroom to courtroom settling deputes.

Physical characteristics:
Blind, and physically frail, he sits on a floating bench that carries him to his desired destinations. As Grand Arbiter he was protected by a soulsworn jury. (Spirits sworn to protect him "in life as in death")
