Birds of Paradise is among the greatest mana-accelerators of all time which still fall under the realm of "not degenerately good" by the game designers. Costing only 1 mana and then tapping for a mana the next turn, Bird of Paradise can provide 3 mana on the second turn to a lucky player; a significant boost if you plan around it.

Apparently, this card was created to match the artwork; according to Mark Rosewater, Richard Garfield got word that someone had submitted unusable art for Tropical Island, a dual land from Alpha, because it was dominated by a bird. Garfield designed a card to use the art.
