Rules text defines a card's abilities. It is contained within the text box and is not italicized like reminder text or flavor text.

Trinket text

Trinket text is rules text on a card that is more for flavor than mechanics.[1]Can't be blocked by saprolings” (Vindictive Mob) is an example of trinket text.[2]
