Full-art promotional cards were given out at States/Champs. Similar to textless cards the art fills the entire card (hence the name). Full-art cards do have text on them however.

Full art cards are now more commonly given away at a set's game day, either for participation or for placing in the Top 8 in your flight. Some cards are only attainable by the latter.
