Just a second is a static ability introduced in Unstable on the card Slaying Mantis.[1] It does not allow any players to move any card on the battlefield as long as the spell with Just a second is on the stack.

Description

Just a second is a joke variant of Split Second. It doesn't let the players move cards in the battlefield instead of not being able to cast spells or activate abilities.
