With the "current" time, day, month, year (caching stuffs it up, ya see) incorporated into the top of the Main Page, where this template is used, the time element of this "TimeBar" template is now redundant, and now it's just a weird disclaimer-y thing (that some may exploit, but to their disappointment, mistakenly).
