This piece of art comes from a file in Duels of the Planeswalkers, even though the Ral isn’t in the game, yet. These files also reveal that Liliana and Ajani have decks, even theough they aren’t in the game either.
As for the actual piece of art, it sort of looks like Ravnica. The only problem I see about this is that I don’t remember seeing much rain or weather at all in Ravnica, nor did I see floating structures. I would bet that Zarek is a new planeswalker from Innistrad, and that the new block will have a Victorian or gothic theme.
Life
Little is known about this planeswalker, but it will appear in duels of the planeswalker 2012
