Each card has relevant tribal creature types (Vampire, Rogue for Pulse Tracker; Human, Warrior for Mardu Shadowspear) however the reason the Mardu Shadowspear is "strictly better" rather than a functional reprint is that the Mardu Shadowspear has the "Dash" mechanic, allowing it to have additional playing modes.  Because it is more versatile, it is strictly better.
