The page says that Tempest was the first set to bring in pre-constructed decks.
Looks like Mirage was actually the first set to do so, 1 year earlier.{{unsigned|191.101.210.213 }}

Given that he’s the guy behind the Precon fansite Ertai’s Lament his source should be pretty good.

Correcting Information
